SLP and Nuevo Leon, leaders in Nearshoring in Mexico: SEDECO

NUEVO LEON- Juan Carlos Valladares Eichelmman, head of the Secretariat of Economic Development (SEDECO), said that with the arrival of new investments in the automotive sector, between the state of Nuevo Leon and San Luis Potosi, 75% of the country’s nearshoring will be concentrated in the first quarter of 2023.

On the subject of new investments, the official said that at the end of this month a new investment will be announced, which he considered to be important, also in the automotive sector in the state, and that a new working tour in Japan is also being analyzed.

The official pointed out that this news is the result of the work that has been carried out previously, in addition to the work that was consolidated in the tour of Germany and Spain.

Finally, he reiterated that with the arrival of Tesla in Nuevo Leon and the investment of BMW Group for the manufacture of electric cars in San Luis Potosi, 75% of the country’s nearshoring was concentrated in the first quarter of this year.

FDI IN MEXICO EXPECTED TO INCREASE

Mexico could be the Latin American nation to benefit most from nearshoring.

René Alberto Mendoza, national president of the Mexican industry supply chain CAPIM, announced that in the coming months a rebound in Foreign Direct Investment (FDI) is expected as a result of nearshoring and the T-MEC.
With the cut as of February of this year, not including the announcement of Tesla’s investment in Nuevo Leon, he indicated that the approximate amount of FDI in the country reached 2.5 billion dollars.

Mainly with the announcements of BMW in San Luis Potosi, which is equivalent to 872 million dollars; Noah with 100 million dollars and Brembo with 36 million dollars, both in Nuevo Leon; while Nestle announced 41 million dollars in the State of Mexico and Bic in Coahuila with 70 million dollars.

“On February 23, the Bank of Mexico announced that 23% of manufacturing companies with more than 100 employees increased their production,” he stated.

Mendoza added that according to the Inter-American Bank (IDB), Mexico could be the Latin American nation that benefits the most from nearshoring, with a potential to obtain up to 35.3 billion dollars.

“It basically means 30% of Mexico’s auto parts production, so you can see what a great business opportunity this is,” he said.

He pointed out that new companies coming to Mexico require infrastructure, supply chain, labor, services and logistics.

And he estimated that in the next few years exports will increase by more than 78 billion dollars, almost 80% of current auto parts production.

He pointed out that in 2022, Mexico, the United States and Canada imported 93,702 billion dollars from what is called “third countries” in terms of the Agreement.

“That is what the Treaty previously allowed them, which was 40%, now with the increase to 75% of regional content, imports will have to be reduced by 25% for purchases made in Mexico, the United States and Canada,” explained the expert in supply. Mendoza pointed out that the new business opportunities in North America for the automotive sector will amount to more than 32,970 million dollars per year.

“That is 35% of what Mexico is currently exporting in auto parts,” said the CAPIM executive, who stressed that it is important to take advantage of new business opportunities through the supply chain.

Mexico’s Supply Chain Strengths and Solutions

In 2020 we experienced one of the greatest challenges in the world economy, the COVID – 19 pandemic, which brought big challenges to the entire global value chain, and Mexico was no exception.

The response from the manufacturing industry was immediate, many transnational companies that had their production in China, began moving operations to the American continent to avoid interruptions in their supply chain, as well as to reduce their dependence on overseas industrial zones, highly affected by the pandemic.

Nearshoring

It´s in this context, Mexico reappears on the international scene as an ideal destination for north American companies considering to nearshore their operations. Mexico was already an ideal destination due to its 13 free trade agreements signed with 50 countries, including the USMCA, low labor costs and its availability of qualified labor. While its proximity to the U.S. provides flexibility and simplifies many of the logistical challenges in reaching one of the world’s largest markets.

Furthermore, nearshoring has become the leading force and solution for supply chain disruptions in the post-covid era.   • Shorter shipping time. Due to the proximity to the US you will find shorter shipping times, which can result in fewer interruptions in the supply chain. Furthermore the communication between customer-supplier is in real time since the reduced time zone difference, which improves decision making process and efficiency.
  • Reduced shipping costs. Overseas shipping has become more complicated and expensive. As above mentioned, the proximity to US offers a big opportunity in logistics costs reductions. For example, compared to China due to Mexico´s geographic location it represents approximately 75% less shipping times and costs. In addition to the fact that there are more types of transportation to choose from than shipping overseas.
  • Less disruption in the supply chain. Again, taking advantage of the proximity to US, means the supply chain is shorter which reduces risks of problems and interruptions, such as delays.

Moreover, some years ago many companies based their strategic decision of expanding abroad based on a cost- driven approach. Due to some lessons learned from the pandemic among other situations, such as global container shortages and increase in prices, disruptions in the supply chain, companies are now basing their expansion strategies in minimizing risks and simplifying their supply chain.

Nearshoring: 15 aircraft manufacturers evaluate relocation from Europe and the US to Mexico

The Mexican Aerospace Industry Federation indicated that the country is attractive to aircraft manufacturers because of its proven experience.
Luis Lizcano, executive president of the Mexican Federation of the Aerospace Industry (Femia), stated that 15 aircraft, airplane and helicopter parts manufacturers from the United States and Europe are looking to expand their operations in Mexico or come to the country to invest in production lines due to the nearshoring phenomenon.
“There are companies that are considering and are doing their due diligence and site selection study to stay in Mexico,” said the executive at the end of the presentation of the International Technology and Manufacturing Fair (FITMA), to be held from June 20 to 22, 2023 at the Citibanamex Center in Mexico City.

“Right now in the pipeline we should have more or less 12 or 15 projects of different sizes and colors, more or less, to stay in Mexico, coming from North America or Europe,” he said.

10 Mexican states will be present in Hannover Messe Germany to attract technology and innovation

At least 10 Mexican states are participating in the Hannover Messe in Germany from the Mexico Pavilion; states such as: Guanajuato, Jalisco, Puebla, Nuevo León, Aguascalientes, Querétaro, San Luis Potosí, Chihuahua, Tabasco and Tamaulipas.

In this 2023 edition, the fair’s theme is: “Innovation makes the difference”, and is focused on industrial technology and advanced manufacturing, showcasing the latest innovations and developments in areas such as automation, robotics, energy, mobility and information technology.

The objective is that through the Ministry of Foreign Affairs (SER), various alliances and meetings will be held between representatives of each state, with businessmen and authorities from Germany, in order to propose projects and attract new investments.

The international event, the most important industry showcase in the world, brings together world industry leaders to share knowledge and present the latest innovations in technology, automation, robotics and engineering systems.

The states were represented by the heads of the secretaries of economic development, mayors and governors, as well as some businessmen from these regions in order to make their presence felt with projects and investment opportunities for Mexico.

In the case of Jalisco, they presented the public policy called: Jalisco Tech Hub Act, to representatives of the Indonesian embassy, guest country at the Hannover Fair, and to senior officials of the German company Bosch.

On the agenda are meetings with companies developing software, virtual reality and artificial intelligence (AI) for remote access, control and support of computers and other technological devices.

They will also seek advice with the central agency responsible for promoting the economy and science in Germany and Latin America and with the Mexican Embassy in Germany to detect opportunities in the global scenario and increase productivity in companies.

The representation of Puebla is present for the second time in this fair and it is Olivia Salomón, from the Ministry of Economy who heads the delegation and will seek to promote the attraction of high-tech investments in the entity, as it has a strong workforce and supply in this sector.

They will also seek to promote opportunities in sectors such as the automotive and textile industries.

The state of Nuevo Leon will continue to take advantage of the benefits offered by nearshoring, as at least 72% of this activity is captured by the state, so the delegation met with the Mexican embassy in Germany, where they stressed that the work and investment projects in road infrastructure, customs and services, was a key piece for companies like Tesla and its network of suppliers to invest in the state.

For its part, Aguascalientes strengthens commercial ties and increases the attraction of projects of German origin, being this the third ally country in terms of foreign investment in the state for 804.5 million dollars and the generation of more than 6,000 permanent jobs.

Queretaro shows its industrial capabilities by having two meetings with German companies, one of them from the automotive sector, and the other is already installed in the state; however, there is interest in expanding its operations to train talent in the automotive sector. They will also have a meeting with the German university near Hannover in order to have academic exchange and training programs.

In addition to the confirmation of Bullsafe for 175 million pesos and the generation of 200 jobs.

San Luis Potosí is taking advantage of the opportunities that will open up after the BMW Group’s investment of 1.5 billion euros for an electric vehicle plant. The logistics project in this state was also discussed, with a view to becoming the best in Latin America, with an investment of 18 billion pesos in infrastructure.

Chihuahua sought to strengthen commercial ties with the participants and attract more projects from Germany, which ranks third in foreign investment in the state for 804.5 million dollars, in addition to the fact that the companies from this country that have settled here generate 6,000 permanent local jobs.

Tabasco strengthened opportunities in the energy sector, as this entity has a wide range of projects related to it, in addition to the specialization of the labor force of the entity.

Tamaulipas in this event led to connections and collaboration opportunities to boost economic development and investment in the state.

ZF invests 39.6 million euros in a new plant in Toluca

TOLUCA – ZF announced an investment of 39.6 million euros to build a manufacturing plant in Toluca, focused on the production of components for electric passenger vehicles.

The new plant will have high-capacity assembly lines for manufacturing, just-in-sequence front and rear axles and suspension modules for electric passenger vehicles.

The investment will be distributed through 2024, generating close to 150 new jobs over the next two years, while increasing the current plant footprint in the state by approximately 8,000 square meters.

“As the automotive industry evolves to become more electrified, automated and connected, our manufacturing capabilities are evolving as well, and we are very excited to establish this new state-of-the-art manufacturing facility in Toluca,” said Dale Chon, ZF Group Vice President of Automotive Chassis Technology for the North America Region.

Last year, the company invested more than 46 million euros to increase production of control arms, stabilizer bar arms and steering ball joints at another complex, also located in the city of Toluca.

ZF currently has 18 sites in the country, manufacturing chassis, steering, brakes and other components. In addition, Tier 1 opened a new Research and Development and Shared Services Center in Monterrey in 2022 and is building a plant at the same site to begin production of advanced electronics and safety devices in 2023.

Did you know that the auto parts industry is the main recipient of nearshoring investments?

The auto parts manufacturing sector is the main recipient of nearshoring investments, with 37%; followed by the furniture industry, with 18%; machinery and tools, 15%; electronics and household appliances, with 15%; high tech, with 8%; pharmaceuticals, with 5%; and plastics, with 1%, according to information from the National Auto Parts Industry (INA).

It also informed that 40% of the total relocation of plants in Mexico corresponds to Chinese origin, 20% to the United States, 11% to Japan, 9% to Germany and 8% to South Korea, among others.

“Regarding the investment announcements made in our country, which amount to 15 billion dollars in the Mexican automotive sector alone, the manufacturing of batteries for electric cars, chassis, transmissions, automotive interiors, aluminum rims, mold and tooling manufacturing, electrical components, plastic injection parts, engine parts and line expansion,” said Alberto Bustamante, general director of INA.

IMMEX PROGRAM: HOW CAN FOREIGN COMPANIES BENEFIT FROM IT?

Do you know how was the IMMEX Program established?

In the mid-sixties, after the end of the bracero program, the maquiladora industry develops in Mexico.

In 1965 the Promotion Policy of the Maquiladora Export Industry came into force. With this, the Federal Government supported industrialization on Mexico’s northern border, as it led to a increase in foreign direct investment, primarily of the manufacturing industry.

In 2006 the Decree for the Promotion of the Manufacturing, Maquiladora and Export Services Industry (IMMEX) became effective. It can be thought of as an update of the promotion policy.

What is the IMMEX Program ?

Immex stands for the Maquiladora, Manufacturing and Export Services Industry.  The IMMEX authorization is an instrument which allows the temporary import of goods that are used in an industrial process or service , to produce, transform or repair foreign goods imported temporarily for subsequent export, without paying VAT and countervailing duties, and deferring or not paying General Import Tax.

Objective of the IMMEX Program

The IMMEX program in Mexico was created to achieve the following goals in addition to enabling foreign businesses to export their goods to the nation and supporting its manufacturing sector:

  • Strenghten national exports
  • Give business operations consistency, transparency, and assurance.
  • Offer new international operating models that lower logistical and administrative expenses.
  • Modernize, simplify, and cut back on processes to increase inspection capacity in an atmosphere that promotes attracting and keeping investments in Mexico.

According to data from the Ministry of Economy, currently there up to February 2023, there were over 6,130 IMMEX companies in Mexico, located in the following regions:

Industries Benefiting from Nearshoring in Mexico

What is Nearshoring ?

Nearshoring means transferring your business operations across national borders to another country that is close in proximity, with relative small time -zone and cultural differences.  This in order to be more cost- effective and save time.

The commercial war between Us and China which started in 2018, together with the COVID pandemic in which many companies suffered from logistics setbacks in addition to high costs of ocean freights, led companies to reconsider their manufacturing location abroad.

Nowadays it is considered that the war between Russia and Ukraine is also limiting the availability of raw materials, so companies had to consider buying raw materials from another suppliers.

Therefore, Mexico has boomed as a region for nearshoring operations.

Nearshoring in Mexico

Due to the abovementioned, and the different advantages Mexico has to offer including low labor costs and access to qualified personnel, its free trade agreements (FTA), proximity to US, among others; Mexico has positioned itself as an attractive country for companies wishing to relocate their operations in our region.

By the end of 2022, the Ministry of Economy in Mexico reported that there were more than 400 companies interested in establishing themselves in Mexico.

Although, the automotive and auto parts industry are still the main source of foreign direct investment (FDI), we have seen how in the last years the FDI sources have increased in other industries such as the electronics and appliances and the iron and steel industry. As shown in the graph below:

Overview of some the main industries benefiting from nearshoring to Mexico

  • Automotive Industry

As shown in the graph below the automotive and auto parts industry is the main source of FDI, it is also one of Mexico´s most significant industries comprising 3.5% of Mexico´s total GDP and 20% of the manufacturing GDP.

Hence, the automotive industry was highly affected by the pandemic, Mexico produces over three million automobiles a year, ranking seventh among all passenger vehicle producers worldwide.

Moreover, according to AMIA (Mexican Association of the Automotive Industry) there are currently 22 vehicle plants, 10 motors plants and 7 transmissions plants in Mexico, with an installed capacity of over 5 million vehicle per year.  90% of the vehicles produced are exported. Furthermore, it is the 4th largest producer of automotive parts.

Currently, nearshoring is attracting investment in the automotive industry with a big focus on the electric vehicle segment, as OEMs such as TESLA, BMW among others, are announcing their investment in Mexico within this sector, suppliers of these OEMs are also coming to Mexico to install their manufacturing facilities.

Additionally, companies from Germany, Spain, Switzerland, United States and Canada are relocating their operations from China to Mexico, in order to obtain a better access to the US market and though accelerate the process of moving towards the manufacture of electric vehicles in Mexico.

  • Aviation and Aerospace Manufacturing Industry

From creating components, tiny parts, and harnesses to producing airframes, flight surfaces, small drones, and flight control and avionic assemblies, Mexico has strengthened its aerospace manufacturing capabilities.

The aircraft sector in Mexico is likewise heavily influenced by international companies. According to the Mexican Federation of the Aerospace Industry (FEMIA), Mexico’s aerospace sector grew from 100 manufacturing firms and organizations in 2004 to more than 370 by 2020.

As the 14th largest aerospace supplier globally, about 80% of the production of the aerospace industry in Mexico is exported. Even though the aerospace industry was highly affected by the pandemic, it is in clear recovery. The Mexican Federation of the Aerospace Industry -FEMIA forecasts that by the end of 2023, the pre-pandemic export levels of 9.6 billion dollars will be recovered.

Additionally, aerospace companies in US and Canada are requesting presence of the supplier in the regions nearby, which presents a great opportunity for Mexico, due to its proximity and as it already counts with an important cluster in this industry.

  • Electronics & Appliances Industry 

The electronics and appliance industry plays also an important role, as it is one of the fastest growing industries in Mexico in regards to FDI and export potential. The industry currently represents 5.3% of Mexico’s manufacturing GDP.

Consequently, according to Data Mexico, in 2022, the total trade exchange of electrical and electronic equipment was US$213,364M. The main trade destinations being: the United States (US$84,846M), Canada (US$1,905M), China (US$1,579M), the Netherlands (US$785M) and Brazil (US$584M). (Data Mexico, 2023)

Mexico counts with a diverse electronics manufacturing services industry. According to Mexico’s National Statistical Directory of Economic Units (DENUE) there are more than 1,000 firms in Mexico that manufacture computer and communication equipment, components, and accessories in the electronics and appliance industry. It is considered this number will keep growing due to Mexico´s strategic location, the USMCA and the additional advantages for nearshoring to Mexico.

  •  Medical Device Manufacturing Industry

Currently, Mexico is the 8th largest manufacturer in the world of medical devices and is currently the top exporter of medical devices to the United States.

According to DENUE 2022, Manufacture of Pharmaceutical Products registered 925 economic units. The states with the highest number of economic units were:

·       Mexico City (249)

·        Jalisco (158)

·       State of Mexico (102).

Some of the top medical device companies installed in Mexico include: Becton Dickinson, Siemens, Johnson & Johnson, Philips, GE Medical Systems, among others.

Altogether, it is expected that the medical device market will grow at a CAGR of 4.9% from 2023 to 2028. This presents important opportunities for companies within this sector who are looking to gain market share, leading to an increase in the number of medical device manufacturing companies that are expanding or relocating to Mexico.

Dutch companies seek to relocate operations from China to Mexico

At least 20 Dutch companies are evaluating moving their operations from China to Mexico, mainly to the Bajío region, to secure their investments in the long term.

“With what is happening in China, companies want to leave. Many companies with Dutch capital are there and are now evaluating whether to move to Mexico or to other countries,” said Steven Büter, manager of the Business Office of the Embassy of the Kingdom of the Netherlands.

He informed that some of the factors for which companies are considering relocating are the relocation of production chains, the war between Russia and Ukraine, and the Treaty between Mexico, the United States and Canada (T-MEC).

These companies belong to the manufacturing, retail, agricultural, service and corporate office sectors. Querétaro, for example, is about to receive an investment of 1 billion pesos from the agri-food sector, which will generate 500 jobs. This brings the total number of Dutch capital companies installed in the state to 75, and investment is expected to continue to increase.

“The interest of the Netherlands in Querétaro continues to grow and even more with the war between Russia and Ukraine, they are analyzing where to locate their investment so that it is safe in the long term and they see Mexico as a good option, a reliable partner that gives results to Dutch companies,” he said.
